			<content:encoded><![CDATA[<p>This week, Fring has updated its application in announcing that the latest version allowed calls such as voice over IP on cellular networks, explaining that he relied on a recent decision by Apple. The SDK 3.2, available online after the announcement of the iPad, confirms that it is now possible to design an application taking advantage of voice over IP in 3G. Good news for developers but for users?</p>

<p>The news has indeed been confirmed by Apple. &#8220;We have reviewed the conditions of acceptance of our licensing program, in conjunction with the updated SDK for the iPhone, iPod Touch and the iPad. This update includes the ability for developers to design applications such as voice over IP using cellular networks &#8220;, said this week a spokesman for Apple. Skype, in fact, the market leader in VoIP, said Friday that its iPhone application soon benefit from an update to introduce this new opportunity. For now, the publisher said, however, expect Apple to clarify some points of the terms and conditions associated with SDK 3.2. Once we have received this clarification, Skype will submit its application for approval&#8221; on the App Store, the company said.</p>
<p>Officially, the operator remains master of what subscribers can not do. In practice, we have checked with Orange on the latest version of Fring enabled many to move into VoIP calls even when not connected via WiFi, either through a Skype Out account or a SIP client.  None of the three French operators can tolerate for now VoIP calls, but for now they are not blocked.  The question is whether Orange, Bouygues, SFR and several virtual operators (Virgin, M6 Mobile, etc..) Eventually formally authorize such use. In this case, users have the possibility for each call, whether it is cheaper to use an account of voice over IP or traditional mobile line. </p>
